Passing on a tip for Hair Collision
Duplicate the emitter mesh as normal, delete the duplicated hair particles.

Don't use collision in the particle tab, it works how it's supposed to but not for hair dynamics, instead you'll have to use Force Field, with Force set to Surface.

A good starting value for Strength is 10 and then for Power, again, is 10, you'll have to tweak it if it's not colliding with every strand.

1 Issue may arise; the particles will stop moving with the emitter, easy fix, just navigate to modifiers and move armature to the top.

I think I've explained this correctly, it took a while to figure out.
