i can`t move!
i can't move in blender, I can't zoom or move, especially. all I can do is rotate. HELP!

I think your viewport camera is out of focus. As a results you are not able to zoom or pan.

You can refocus the camera on the currently selected object by pressing [Del] on your numpad. This should fix your problem and you should be able to zoom and pan again. However, I suggest to automate this so you don't have to press the button all the time.

Click on Edit -> Preferences -> Navigation and enable Auto Depth. With this enabled the object under your mouse cursor becomes the pickpoint whenever you zoom or rotate your camera. It also automatically resets the focus whenever you zoom or rotate the view, so your camera never slows down.

I like to also enable "Zoom to Mouse Position" to make navigation a bit faster. With this option enabled, Blender will zoom to whatever is under your mouse cursor instead of the screen's center.

To rotate, hold down the middle mouse button and move your mouse.
To zoom in or out, use the scroll wheel on your mouse.
To pan, hold down shift + middle mouse button and then move your mouse.

If you are a complete beginner, I recommend you check out some videos on the UI in Blender. Even if you have prior experience doing 3D, it takes time to figure out how to move around in the interface. It'll take even more time if you have no experience with 3D at all.
I know but I still can't move and if I move, I will move very slow. I already reinstalled Blender and I don't change anything.
And the zoom is practically useless

I already tested the configuration you mentioned to me and now it goes as before
In case you are using a file that might come from an earlier version of blender, you should unchek the box that reads 'Load UI' when you are in blenders file browser to open your file.
I noticed that the old 2.7x UI settings can get wonky when loaded into 2.8.
