bullchips, I proved it did. Make sure you have the most recent version, or the model you're trying to import isn't a XNA doll.

there is no 1.9.2 download, at least not anymore
the 2.0.0 download did work by doing what you did in the video tho
by restarting Blender before you check the box to the XNA plugin after installing
