If you want the background to be transparent then go to the Tab were you set the cycles or Eevee engine and go to Film and checkmark Transparent

The image of your flag needs to have an alpha channel. The alpha channel determines which parts of an image are transparent and which are not. You need image editing software to do this. I recommend Krita or Gimp, as they are both free. Once your image has an alpha channel (search the web how to do that with the software you have chosen to use) you need to save the image in a format that supports alpha channels. .PNG or .TGA are good choices. .JPG is not able to save alpha channels.

Back in Blender you need to create a transparent material to make use of the alpha channel you have created earlier. This tutorial here explains that step very well https://www.youtube.com/watch?v=RGt5zR5KQlE

Why cant it just be as easy as downloading a transparent image and then applying that image :(

If you already do have a transparent image, you can skip the first part about creating the alpha channel. The video does a good job summing up the transparency part in Blender in around 3 and a half minutes. It's a bit more complicated than one might expect because there's an infinite amount of things you can do with an image texture in Blender and Blender does not automatically know what your intention is.
