Report a translation problem
1. This is the UV editing window.
2. In the UV editing window there is this button that says something about "keeping UV selection and mesh in sync" when you mouse over it. If it is grey, then no UV islands will show up in the UV editor unless you also have them selected in the 3d view. If it is blue (enabled) then all the UV islands will show up whether they are selected in the 3d view or not, and it shows which you have selected in the 3d view.
3. This is the image editing window.
4. In this "View" menu there is a checkbox option called "Display texture paint UVs". If that is checked you get that UV guideline over the image that you can see in my screenshot. It seems you must have the object you are trying to paint selected and be in edit mode on that object, or it will not show up. Even with the checkbox checked.
