Loop Cut and Slice Snapping to Center of Object

I cannot get loopcut and slice to work. It seems to only try to slice on the center?

Not exactly sure what you want to do but this is behaving as intended. When it is pink like that you click once, then you can slide the loop cut to wherever you want it and click again to finalize it.

(Additional features: Scroll your wheel while it is pink to increase the number of loops, right click after your first click to keep the loops centered).

If you are using Ctrl+R to initiate the loop cut, the activity is correct. If you rotate the mosue wheel it will add more cuts. Once you have the required number of loops added, press the LMB and slide the loop(s) to where you need it (them). Click again to finish.
