PROPLEM SOLVED
object>transform>origin to 3Dcursor

Or you just do a Ctl+a and apply the location, that will move the orange dot (the origin of the selected object) to the center (0,0,0) or on the T (Transform) menu in object mode, press the set origin button and move it to one of the locations offered.

ctl+a Dot orange not move

That thread is old. And applies only to the case posted by OP. Ctrl-A -> location will move the dot to 0,0,0. If it's already there it will not move.

To move it freely use the Options (top right of the 2D view) -> Affect only Origins toggle. Or one of the right click -> "Set Origin" options.

Old thread, but I ran into this issue in Layout tab and was able to fix it. This is one of the few places where I can comment so I am leaving the solution here for anyone who might come after.

If the dot is not an object that you can select and delete, it's a render view marker window resized into a tiny dot. Next to object mode click "View"->"View Regions"->"Clear Render Region".
