Could you please explain in details what's happening? Do you receive any error message at all? Have you tried through the launchers? The website? And such...
Also, please make sure that the Ubisoft Connect and Steam overlay are both enabled.

When trying to purchase credits. The game opens a web page but reads error 404. Both UC and Steam are enabled. I tried via the website but I seem to only find credit purchase for D2 not D1. Any thoughts?

I'm afraid The Division 1 credits are no longer available to purchase via the Ubisoft Store and in-game.
