It's unusual that changing the language would resolve this, have you had any luck switching the language back yet?

Man, watch dogs was released in 2014 and it had limited option to switch languages in region-locked copies of the game, and that design worked fine. Or, well, the decision to lock the language for each region is controversial imo, but in that game, it worked as it was supposed to.
So the solution, as you can guess, will be adding back the english spoken language pack, there're like 800 files of it. Remember that the game was given away one on Uplay? This is how I got the files. You go to game root directory\rogue\sdf\pc\data and copy the following files: sdf-C-[2000-2799].sdfdata to the according directory in your Steam game installation.
Some say there was a trial version of the game on Uplay, I didn't find it. But either way, you gotta have the english copy of the game.
Sorry you're having trouble with the voice audio at the moment.
Would you be able to take a look at the advice kindly given above by PR0T3CT10N?
If you're still not able to get this audio working, would you be able to let us know:
- Which region version of The Division you're playing on?
- If this audio is only missing/quiet during cutscenes?
- If you're using surround sound software, or a specific headset?

Had the same problem in Division 2 and your suggestion fixed it, non-steam version and verify was also tried - thx agent
