Just queue for it and if no one else joins, the game mode will start, but you need to wait a few minutes for that game mode to launch.
If you are just starting on that mode, you can launch it as PVE so you can get familiar with the concept, and if you encounter other players, they can help you out.
If you are feeling frisky, launch it on PVP, and other players that you might encounter, they can attack you and can kill you, and steal you items.
Sometimes, you will have the whole map to yourself, so give it a try.
I keep coming back to it almost on a daily basis recently. Something about the unique experience each time you make a survival run. The session can go so many different ways.
Today's session was my character being one step behind another live player, and missing out on resources. I was taken out in the hotel landmark trying to take the place with a pistol ahead of the above user. Ended up dying on the top floor, and I stopped playing and left my character for dead (AFK). Came back about 20 minutes later, and found I think that same player above had cleared stripped the hotel and then revived me and left. Ha Ha. Didn't expect that.
So I start playing again, and had to journey far and wide for resources, Finally made it to the Dark Zone somewhat lacking and out of time. Critical resources had been stripped by then, at least the places I know they exist, again ha ha. Made it to final extraction without any high tech rifles, and went against the "Hunter", with about 10 minutes to go. I'm getting hammered by the hunter thinking I may not defeat it in time. Suddenly I think a different player shows up and kills it. So I'm able to extract within a minute or two of my death. Nail biting fun.
So the live player interaction for this game does exist, and it makes the game really go in different ways. I never get tired of it. I've also had many sessions where I seemed to be the only person on the map. No real difference in wait times connecting.
