Description of Issue:
When I Click 'Play' from Steam or uPlay client, a brief steam message stating the generic 'Preparing to launch The Division...' appears and closes after 0.25 seconds.
Possible Causes (Personal Step by Step procedure):
1. Pre-Installed Game
2. Heard that uPlay owners have earlier access
3. **** Inputted CD-Key into uPlay Client (where I hope wasn't the problem) ****
4. 12:00AM/Midnight Arrives
5. Unpacking/New Patch - X file size
6. Successfully finish installing
7. Cick Play from Steam Library and/or Shortcut and nothing happens
RESOLUTION:
1. Go into your install directory for The Division
C:\Program Files (x86)\Steam\steamapps\common\Tom Clancy's The Division
2. Double-click on "thedivision.exe"
3. Most likely get prompted with missing .dll
“The Program can’t start because MSVCR110.dll is missing from your computer. Try reinstalling the program to fix this problem.”
4. This is due to Steam not actually installing the PROPER AND REQUIRED Microsoft Visual 2010 C++ package. It never completes the installation procedure, it errors out when done via the automatic method of hitting 'Play' for the first time; but DOES NOT TELL YOU.

Steps I took, but you may just skip to Step #7 and see if that's better
5. I uninstalled every Microsoft Visual Package I had present on my PC (2005, 2008, 2010, 2012, etc)
6. Installed 2015, followed by 2013, followed by 2012 (needed for The Division) from the Official Microsoft Website:

7. I could not install 2010 (THE ACTUAL ONE THAT IS ALSO URGENLY NEEDED, ALONGSIDE 2012) from Microsoft, as this is a Service Pack verison and not the root 2010 edition.
I installed it from the installation folder present within 'The Division'
C:\Program Files (x86)\Steam\steamapps\common\Tom Clancy's The Division\_CommonRedist\vcredist\2010
8. Press 'Play' from Steam Library and it works.
the funny thing is: people were laughing at me for buying a Ubisoft game (bugs, etc.)
and I told them to shut up.
Now the FIRST thing the game does is giving me a black screen. GREAT !!
and not even Ctrl+Alt+Del could bring me back to the desktop.
