I have the same problem than you...
I was very sad that I could not solve this problem because it wanted to play, it was then that I began to move the files until BUM ... I THINK I thought the SOLUTION!

First:
Go to C:\Users\????\Documents\My Games\Tom Clancy's The Division
So you go to "gfxsettings.thedivision.exe.raptr_1460148062"
In the top we have this:
<?xml version="1.0" encoding="UTF-16" standalone="no"?>
<GSA_SDK Version="1.0.2.0">
You see????
The current version of the game is the >1.1<
So you change the 1.0.2.0 to 1.1 and save!
Its all done! you can play now!! work for me, good luck guys!
Check your event veiwer for the application crash- fix the problem based on the error id through msdn -> start the game.
To open the event veiwer click start and in the search bar type 'Event'. Administrative events will have the application crash along with the apllication tab. If you want you can post the info in here and I could help you with it. Also note other critical errors in there could be causing the problem too.
(note right click copy doesnt work in event veiwer you need to use cntrl v and cntrl c)
(Note you will find better microsoft based results with bing search than you will with google search)
(also note you can run 32 bit processes on a 64 bit system but not 64 bit on 32. A good example would be VAC 32 bit process -unless there was a update I didnt know about)
Everything is not just cut and dry as finding a post to fix an issue- The event veiwer will never fail you for error info though. Use it- love it- make it a part of your troubleshooting routine.

Two Ubisoft games that I bought recently crashed either at launch or in certain heavy game conditions - heavy graphics like snow or rain etc...
Those games in question : "The Division" and "Rainbow Six : Siege".
Solution : I updated my GeForce Drivers.
I went to the NVIDIA official website and downloaded the latest Driver (which was called the 368 something ...) and now both these games work... I played a few hours in multiplayer mode in "Rainbow Six : Siege" and I played about 20 minutes "The Division", shooting and walking around, it all seems to work, no crash.
Thanks buddy. I tried what you said and it didn't work, I installed the game 3 times and it kept crashing, which was weird because I had just played during the free weekend. My brother got me the game on Steam and it kept crashing on start.
So I deleted the entire Tom Clancy's The Division folder under Documents/My Games. When the game started it created a new one and launched. Thanks.
GO TO:
Documents\My Games
DELETE THE FOLDER "Tom Clancy's The Division"
Start the game.
The folder will re-create automatically.
ENJOY.
EDIT: You will have the online backup of the game, or you will lose the savegames.

Open GFXSettings.TheDivision.exe.xml in text editor and change ...

to
<OPTION Name="DirectX 12" Registered="True" Type="Bool" Value="false" />
Save file and game starts dx11 mode and I am able to get ingame.
