did you do the weapon skin one or the agent origins one? I think the Agen Origin one is only for US but skin is for everybody but not sure

Agent Origins, the one where you get a single skin worked for me.

Mind you, I heard that all four outfits from it are also given free to anyone who buys the Gold Edition (or season pass, post-launch).

Well, I did try to change my IP into a 'murican adress and did not work, so it's most likely locked to your Ubisoft account's localization.
