you need more ram.
easy peasy, high setting on like 40 FPS, but you have to do something about the RAM, at least double it

*i played with gtx 660 , which is more or less same with your card ( had it medium custom settings - around 30fps - but the game is not a genuin fps to worry about it that much, i also had 22 fps with other custom settings and still was ok )

well my gtx 660 is a bit better but i play on low frequency due to small power supply and pci express 2.0 instead of required pci express 3.0 required for most cards, most likely u have pci express 3 motherboard, and u can overclock the card or the pci express buss speed on bios to 110% cause your card consumes low power
