What does this mean next to superior weapons?

I assume it's a little bonus that comes with the superior weapon when you get it, but the little two icons below it...

The medic symbol and what looks like a caution symbol, what do those mean? Apparently the talent is locked.

It's a requirement, you need to have set amount of points allocated in your primary skills. Firearms, Stamina and Tech. It will then unlock that talent/perk on that gun for you.

You have three essential stats: Firearms, Stamina and Electronics. The Caution symbol is actually a triangle with a bullet, that one is firearms. The Medic symbol is Stamina, and the Triangle with the battery is electronics. If you press i, you can see how much of each you have (the little number under DPS, Health and Skill Power). You need to have that minimum amount in order to be able to use the skills that weapons or pieces of gear have.

ok those symbols require you to have either dps, health or tech up to a certain number to activate. will say in brackets. if those numbers are not equal to or higher that symbol does nothing. i have never seen that symbol so i have no idea what it is intended to do. i see that the numbers are red so it wont do whatever anyways. hope that helped i am just as new at this are everyone else. learning the division has some very neat things hidden inside it.

I upgrade my wings often, and also upgrade my skills. Whenever I do, the icons and the numbers besides it never go up. How exactly do I make it go up?

I also notices that when I bought a mod from the vendor and modded my backpack, the numbers went up by a little. But very little.

Your primary skills/stats increase by equipping higher level gear that has those stats on it, or by slotting in mods that give benefits to your primary stats.

Upgrading your wings has zero to do with your personal stats and the requirements on weapons.

As far as slotting in a mod and seeing only a slight change, try restarting the game. The stats don't update correctly when you change gear for whatever reason. Generally a restart will fix them.

It's all in your gear, your vest, gloves, backpack. Each of those has 1 or more of the primary stats. Once you reach the said number needed on the weapon. It will unlock. Open character menu, check on top, there you have from left to right, Firearms, Stamina, and Electronics. Just below how much you got. Like you got 100k DPS and 50k HP, you'll see a smaller number that states how much you actually got in the main stats.
