A little bit of a necro, but you can continue to level up in Brooklyn by killing enemies. There are a couple of instances around the map where enemies will randomly spawn, but it's more consistent to just rerun Precinct Siege. There are 36/37 enemies that spawn in that mission, depending on how fast you kill Ripper.

Just a little bit of one. Given the increase of XP per level, it ends up being an extra hundred kills per level unless you get more kill XP bonus gear.

ok, im probaby gonna try this then. dose the weapons you get become better than white and green

Yeah. After level 11 you start getting blue drops which speed things up a bit. That being said, it was level 21 when I found my first gear piece with a mod slot. Ripper will ALWAYS drop green stuff, but every other enemy has a chance of dropping blues. Haven't gotten to purples yet, I think that's 25+

Bit of an exercise in futility, The Division is one of those games where you'll end up getting the bulk of your experience from quests and such. You can waste time in brooklyn or just head to Manhattan where you'll level up faster by doing the tasks for the safehouse contacts in each section of the city. Not to mention getting quest rewards/better gear plus you'll need to start on the main story missions anyway to unlock your base of operations to get perks and what have you or your character will be pretty weak. I mean if you love the grind that much don't worry, that is all you're gonna end up doing at end game, so save your strength.

yeah but when you are level 30 in brookyln as soon as you go to manhattan you can jump stright into the main missions one after another as you will be the right level for all of them.

It's absolutely pointless; I'm doing it for shiggles, mainly. Getting to 23 has taken around 3 days so far.

I may need help.

Well... it's easier to get to lvl 8 and go straight to Manhattan. You'll get 1 lvl each mission you complete the 1st time. And if you're not at the recommended lvl for the mission, there are the sidequests wich rewards you with blueprints (not worth), money and a decent amount of xp. And most important there are encounters, eich you can upgrade each wings on the base, giving you extremely important talents aswell usefull skills.
You can finish the game at around lvl 28 (finished with my 1st char) or grind to lvl 30 to get better loot before you complete the last mission (getting high end drops from bosses).
