What do they do, how do I equip them? None of my Gear can be modded, and they don't work on guns.

After level 16 they appear, the fact the useless mods drop at around lv 8 says alot about how bad the crafting is in this game...

Honestly if your mods are below lv 16 i'd dump most of them, terrible mechanics.. and pointless fodder drops.

They equip the same way as weapon mods.

Keep it. Its for your gear. Bag, mask, holster etc.

Eventually you will find a high end gear that have a mod slot. This is the time to equip those mods you have.

I'll add on to the answer.

Make sure you keep the ones that you may actually need like +8 Scavenging

LOL, you can build earlier the Recalibration station in Tech Wing, where for money you can recalibrate one statistic of the item.
You can get +1 MOD slot from this. But if you're low level it might not be worth the money. It all depends on your style play and what performance mod drops did you have.

Keep those with statistics you find useful, sell the rest.

For example I don't use turrets, so any performance mod with buff for turrets goes to the bin and then I sell it :).

Exactly the low mods aren't worth the money, and recalibration is bugged anyway.

Recalibraion isn't bugged. At least I didn't experienced any bugs and I use it frequently.
Is it worth the money or not it all depends on how much time you send on looting? Since you don't lose basic game currency on death you can gather a lot of it, then 5k or 10k for recalibration isn't all that much and can give you advantage you want. :)

I've been playing since launch and I just like yesterday noticed the Recalibration station that you can build..that thing is awesome. I've used it a number of times already and haven't experienced any bugs. I'm sure it's possible they're out there though.
