Store access/DLC problems

I am having issues trying to actually access the store on the menu both in game and on the main screen. When I can access, I can't actually buy anything. I wanted to buy the clothing dlc that is availible so I by-passed the ingame store and bought directly from steam. It says that the dlc is downloaded but the outfits are no where to be found in my inventory or at the rewards vendor.

Go to steam library, right click division, show CD keys, copy DLC key to clipboard, go to Uplay, redeem key, now they are in your reward claims vendor.

I cannot find anywhere to redeem my steam season pass for The Division. The links provided by Uplay just say the service is not available in my country, lol. I live in the US. I changed regions to see if that worked and of course it doesnt. Incredibly frustrating to have to get this silly run-around with multiple websites and log-ins and then broken or missing links, buttons and non-exsistant support for what should be an easy and no-brainer fix.
