All Main missions done and only level 26?

Well i finished all the main missions and im only level 26 figured id be around 29 or 30 by now... do i need to finish all side missions and rest of encounters to get there doesnt seem like the xp is quite there to get level 30 just off of them?

Also am i missing something? i need like 400 more medical points to finish my medical sector... and theres only 2 encounters left giving me 120 out of the 400 needed for medical.. with all main story lines done.

Do the side missions, or complete all the missions inside one sector of the map, then go to the other sector, that way, when you complete all the missions from that sector you can go to the safe zone of that sector and get your reward [lots of xp and a blueprint].
You don't need to complete all sectors.

So you dont have to finish every single sectors side missions? do you reccomend doing the higher level sectors missions?

No, just do some of the side missions or encounters from the high level zones and you should max out. The higher zone missions give you more exp.

My approach to the game was:
1. Do encounters
2. Do side missions
3. Do main missions
in that order, district by district.
I was lvl 30 when I had still 3 last districts to "unlock".
I left the ONU mission as the very last one.

Did the same and it worked out great. The last missions where still challenging at some point.

Btw my HQ was maxed out as well before I finished all the districts. I ended up with several hundred Points beeing unused for each wing. So I guess your missing Medical-Points are hidden in those side-missions and/or encounters.
