You don't have to bet, it is stated multiple times in the game that NYC was just ground zero but not the only city or part of the world affected by the virus spread; Easiest and quickest to check source is that radio guy with the Pirate Radio Podcast. There's an instance where he mentions the problem also affecting other cities like Chicago, Boston, Washington DC (one of the clues that ties directly to what Fay says about the missing president), etc

I have this scenario in my head that when you encounter him, you have a fist fight which ends with your character throwing him inside a chamber where he's storing the Green Poison and sealing him inside.
Aaron would at that point, after realizing where he is, first start demanding before begging for you to release him, saying that your duty as a Division Agent is to bring him to justice which means taking him in alive, but then Faye chimes in and tells you that he's way too dangerous and needs to be eliminated like all the leaders of the Rikers, Cleaners and LMB you've killed.
You then flip a switch and the containers inside the chamber hiss as they open up and release the Green Poison, prompting Aaron to panic and start banging on the windows as you walk away, leaving him to die a slow death.
All you have to do is listen to the radio, that annoying dweeb on it tells you other places are in similar trouble he lists multiple american areas..
And a recording states that a guy cannot return to his wife as the place he is at is locked down and similar stuff is happening and hes in Liberia (Africa)..
Nope, that's a no-go. Because we know from in-game news bits that the virus has already spread across the US, if not the world. See DanteYoda's comment above.
And we have not had any actual story-expanding DLC so far, and won't get any. They pretty much abandoned the story at some point during development (when they "pivoted" to do a Destiny clone). And they won't pick it back up now. And... if they continue in a sequel, I won't be part of "The Destiny Clone Part II".
