There are two things I do. If I am by myself I usually throw a turret. The heavy type of mobs don't like it, and usually will instantly turn and run to it if it is behind them. So then you have the perfect opportunity to shoot their weakpoint.
The other is in a group I flank and fire at their head. They tend to target whoever is closest to them, so as long as you are in cover you should be fine. Then your teammates can shoot the weakpoint. Running straight past them is a huge risk, but usually gives you complete aggro as well.
I suppose if you have a lot of armor damage, head shot damage, and/or crit damage head shots will burn the armor more ammo efficient. But I fund turrets work best for the solo player. But groups are definetly the best and safest way to get to the weakpoint and thus make the enemy type easy to deal with.
