Understanding position in queue...

Hi all,
when playing single player campaign in the division it says, waiting 3 in queue.
3 is just for an example, that number varies.

What kind of queue the game is talking about?
If I'm playing single player why I need to wait for a queue?

You're playing single but you're still playing online.

This game has no offline mode.

Solo = you're still connected to the servers and you still have the latency associated with playing a multiplayer game. This game is multiplayer only, even if you're playing alone, you're connected to a server just like any multiplayer game.
