Sad but true. nothing really compares.

Most talents are quite useless. There's one that increases the duration of your signature skill by 15-20 % if you get a kill during the 5-12 seconds it's active, giving you another whopping 2 seconds of it. Talents in Division are generally lackluster. On kneepads, you can have an XP boost from accolades, which is meaningless at level 30. Perceptive adds 25 to your scavenging and credit find. I don't even remember the other one.
That's why crafting items is the way to go - to get good talents. Why buy a super expensive rifle with talents you barely use or notice, when the one you can craft could have +30 crit damage, + 10 crit chance, and heal you for 3 % of every crit hit ?
Some armor talents are interesting, like giving you more armor after X seconds in cover, or having your health regen kick in faster, but ultimately they are all pretty meh. Except for Reckless on chest armor, which gives 13 % more damage but increases damage received by 10 % (some say it's bugged and you actually have 10 % damage resistance instead, that's what the stats ingame say, but I haven't found anyone who did some real testing, so don't trust that). Savage on gloves gives + 13 chance to crit on targets out of cover.
For marksman rifles, you should try to get Balanced, Deadly, Brutal, maybe Vicious.
SMG's are great with Self-Preserved, with heals you for 3 % of the damage dealt with every critical hit.
Most guns benefit mostly from damage-enhancing talents, stuff like accuracy and stability can be conpensated for with attachemnts and skill.
It's so unfortuante that assault rifles (my fav) and LMGs don't even come close to the damage out put of smgs and marksman rifles.
