Now that's out of the way:
Use Disk Clean, and also clean system files (hit the windows key, type disk clean)
Use Windows Update to be sure
Manually install the Xbox gamepad drivers
Reinstall the redists that came with Division (in the install folder)
Reverify game files
Restart.
I went and did all that, still no dice. Left trigger still not working, all other buttons work as it should.
Again, I've played other games with the controller after updating to Win 10 (shooter games or not) and they all work fine.
Anyone else wanna confirm this as a bug?
There may be something else interfering. Run the Intel driver utility (if you use Intel hardware). Also find a crack for Advanced System Care's DriverBoost and run that (just make SURE to UNCHECK any and all sound drivers, as those really mess up functionality).
If that doesn't work, I'd probably format the drive and reinstall Windows, sorry.
It's definitely a problem unique to The Division in Windows 10. Could be the game itself, or could be UPlay.
Downloaded x360ce and followed their instructions to run the .exe in the same directory as their launcher.
Loaded an xinput dll which was auto detected by the software.
Upon comparing the default controller config and the new one, the default LT and RT settings were not correct.
Don't know how it was like that but everything works now.
