[FIX METHOD] The Division 100% CPU, FPS Drops, stuttering that leads to freeze the game
I have this problem since patch 1.3 was available. today I found a solution to this issue.

You have to:

Set vsync to: On (not automatic. this set is very important and MUST BE to on.
Set FPS Limit (depends on your hardware. if your hardware can reach more than 60 fps, set limit to 60). if your hardware can reach more than 30 fps but less than 60, set fps limit to 30)

Here you go.

the stuttering must be gone with this setting. 'til they fix this with a patch, this is the only method that works for me. I have this pc:

AMD FX 8320E
AMD R9 380 4Gb
8Gb ram 1866 mhz

I set FPS Limit to 30 fps and put preset settings to ultra. My rig can handle this with rock 30 fps. without vsync on and fps limit, I can even reach 40-50 fps but with much stuttering and freezing that make the game unplayable. with this settings I have CPU Usage at 85% and GPU Usage at 100% with less degree on the system.

30 Fps.... dayum son this is a shooter u cant 30 fps this ♥♥♥♥.
better go minimum graphics and play at 60.

THis is a good tip even for people with high end rigs... with the auto setting on Vsync it will often breifly go to 45 FPS for no reason. Its the sudden change from 60 to 45 and back to 60 that people "feel" as a "stutter".

On my rig if I set it to auto I get a "constant" 60 FPS according to the Uplay overaly, but Afterburner shows the jumps in frame time and the drops to 45, always mathematically the same so you know its being falsely limited from somewhere. Switching it to locked 60 makes it stay at 60 all the time, no stuttery feeling, no dips when turning, when fire happens, lots of NPCs mob up, etc.

I still drop to mid 50s as soon as more than 3 people show up in the DZ though.

What other hardware is in your computer and what resolution do you play at?

I average around 80-90+ fps (fps uncapped) at 2k resolution with an Nvidia 980ti

My computer specs:

CPU: i7-5960x (8 core / 16 threads)
GPU: 980ti OC
Memory / RAM: 32gb DDR4 @ 2133mhz
Motherboard: Asus Rampage V Extreme (X99 chipset)
Asus ROG Swift monitor 2560x1440, 144hz with G-sync

just stumbled across this guy https://www.youtube.com/watch?v=jB6y1wHZFt0 worked for me, turns out on a lot of PCs the CPU is bottlenecking the GPU output - resulting in severe fps drops in a game otherwise running totally smoothly
