Mission Secure Quarantine Center NOT ON MAP

When I go into underground it is off line. Says I have to complete the Secure Quarantine Center Mission. But, it is not listed on map or mission list. Any advice?

Mmm... try to restart both Steam and Uplay...
If you completed 100% of the game yet, you should have just 1 Secondary Mission marker on your map, on south. That is the mission.

Was not aware that all secondary missions needed to be completed before this would show up on map, Is that tha case? Have restarted steam, uplay and restarted computer a number of times......did not help

Not sure if you need to have min lvl 30 and completed the game...
