Missing a Survival Guide intel. Please help.

Found every piece except for the #19. Apparently it should be in an appartment on Gramercy between East 22nd Street, East 23rd Street, 1st Avenue and 2nd Avenue.

Not for me unfortunately. Any tips? Thanks in advance.

UPDATE: After several game sessions it appeared on the map as required and I was able to pick it up as usual. Dunno what happened.

It seems in an appartment at first floor...
Have you searched the first floor?

Some intel and echos are only available during or after some missions so if you didn't complet the story please do so before gathering the collectibles because its a pain in the back side to start collecting them only to find out that you need to do the story to unlock the rest.

I've completed the story and I've got 100% BOO upgrades...
