Who knows what's going to happen in 1.4 when they rebalance game.
All gear you're gonna find will have the maximum amount of slots possible instead of it being replaced with a major attribute like before. So 2 slots in armor, 1 in kneepads/mask/backpack and 0 in the rest.
Before they had let's say 1 slot in armor or 0 in the rest but they had an extra major attribute (iirc)
And also you could get a mod slot in holsters before but I haven't been able to do it anymore.
Pretty much now, you get all the mod slots you can get on new gear which is kinda neat if you ask me.
I really want to re-roll it to 2 gear slots so I can upgrade from my current mask, but that doesn't seem to be possible anymore.
I disagree when you say that a gear slot is more valuable than SP.
As a tactician's, you still need to reach 28-30k SP and you can easily do so by having nothing in your gear giving you electronics (except holster ofc). That way you can focus on getting toughness and firearms to get good talents on weapons so you can not only have the high SP to save your team with your maxed out smart cover but also deal very good damage and be very resistant.
A gear mod slot will get you up to 161 stamina (or is it 162? not sure) and around 1600 SP. No gear mods can net you the equivalent of having 5000+ SP and not having that extra SP from your mask forces you to roll electronics on one of your gear pieces making you lose potentially up to 759 stamina (or firearms depending what you're looking for). Gear mods are awesome, don't get me wrong but SP on mask and backpack are a must in my opinion.
Then again, that's just my opinion. I do agree having 2 mod slots was nice on masks but I prefer having the garanteed 2 slots in armor and 1 in the rest except holster and gloves instead of getting a good roll but having no mod slots and having to roll one.
