Ofc gear helps but if you consider a striker wih 0 DTE and 0 EAD to like a nomad with these stats maxed out both with the same weapon talents and FA. Nomad will do better vs elites.
And the same goes for weapons, house probably has best dps but a house with terrible talents vs a god roll lwm4, a lwm4 will do better. Some talents are good for pvp, others for pve and a bunch of them ate bad at both.
There is no simple answer to your question.
Edit : example with a normal Highend yellow gears and mods i have with Lvoa-C now 364 k SPS but if i wearingg strike SPS go down until 200 k....

my build preference ist with assault rifles specializing to critical damage and critical hit
but i want something where i survive long and can kill fast... at moemtn im shooting 3 magazins on elite that he die finally.... my gear mods are mostly about damage and surviving... mods of weapons are crit hit and crit damage, recoil and stability...
#maybe someone can put here screenshots that i can look on it and try to udnerstand the concept of this gears, and weapons?
in internet i saw some but mostly they not show and bad explain that i nothing understand from it.. and much are still from 1.6 .....

Best pve gears atm are classified striker and nomad. If both are properly built striker will do more damage but you have more survivability with nomad.
Its all about weapon talents and gear rolls actually.
Also I dont use crit for pve, its so easy constantly hs them so I stack hs damage, crdmg only at my grip with a couple of crit rate as sub stats like mag, grip, muzzle
You can use on the move to give yourself a small temporary health buff, tac advance with steady hands helps with damage especially with weapons like big al, lvoa/m4 and bullfrog.
In a group always use combat medic.
My go to talents for pve ar is,
Destructive
Unforgiving
Ferocious
Weapon mods stack up crit chance for ar's, run precision to get flat crit chance and crit damage.
Ignore the DPS numbers because it is based upon hitting headshots for every bullit you fire at maximum fire rate, which usually does not happen.
The house is a good weapon at close range and might be the best im not sure but I have noticed that the damage falls off quite a lot even at medium to long range, Lightweight M4 is probably the best all around weapon but while playing PvE modes like resistance, I like to carry at least 1 weapon of each type in case I run out of ammo and maybe several pairs of gloves with the different weapon type damages if you have them.
An LMG with high damage roll on it can be good in PvE as a back up, if you have LMG damage on the gloves, MG5 is good but too much reloading unless your running Lone Star so a better choice might be a high damage roll LMG with at least a 550 fire rate such as an M249 B and a 200 round mag with reload speed and reload speed on the handle.
