Bringing back my Police Backpack to life

Rewind a couple of months, bought the division, and a policeman starter pack, or DLC if you will, mostly because of the backpack it had, i stopped using it at around lvl 10 as it was really downgrading my loadout, is there a way to upgrade it, or make it so your character wears it but it has a stats of a diffirent item? I know its a wierd favor but i kinda feel bad for just making this backpack catch dust in my stash.

Not that Im aware of. All of the pre-order and collector edition weapons and backpakcs basically were useless despite how cool they looked.

Isn't there a modding menu to allow you to chance the appearance of the item? Speaking from Division 2 here so I dunno if that's a thing in the first game since I avoided it.

Might do some research on that, But as long as i mod only cosmetics and not mod to my own adavtage i should be good right

I mean ye you should be, cosmetic mods are only cosmetic after all.
In the same way how some psychos are wearing High-end gear but set the cosmetic to be Worn/Common tier items lmao.

And how do you set a certain backpack to be cosmetic? Sorry but i came back to this game a while back and i forgor most of things

I dunno if the first game has it but you select it from your Inventory and then press F (or what button has been set for Mod) and then you go into Appearance Slot.

Select backpack you want to change skin, Press F or Mod button then press G or Apply skins button. Available skins will be listed there.
You can get more skins for ingame credits at Appearance Vendor located in the Base of Operations (https://thedivision.fandom.com/wiki/Appearance_Vendor) or from Premium vendor in The Terminal

I already know about that, they be expensive as hell, but what i meant is, can i have any backpack equipped but make my police backpack visble at all times

not possible. you can still keep that backpack but you will loose gear set bonuses for using 5 pieces instead of 6 in some cases...
here some builds setups https://division-builds.com/builds but is not worth to keep that backpack you want only for police logo I guess
