But owning the game on Steam still requires Uplay to run it.
Buying the game on Steam and buying DLCs on Uplay works, the other way around does not.

Yet there are multiple reports of people getting it to work. It also makes perfect sense that it would work since you don't have a choice but to run the game through Uplay, Steam is only used as a launcher in this case.
It's not recommended to purchase season pass content on a platform other than the one you have the base game on. Having the Steam version of The Division and picking up the Uplay Season Pass, or having the Uplay base game and buying the Season Pass on Steam would not work.
