- Single codebase for all platforms.
- Some old consoles could not handled the load so they moved a bunch of code to the servers.
- Overloaded servers and overloaded internet on the server side.
- Ubisoft seems to be doing this in all recent games.
Result = Game crippled on PC even when playing single player, and no ability to play disconnected. Sigh.
There's no reason why you can't self-host offline like you can in other games that are primarily geared for more than one player. But they give solo offline options because they don't want to shut those types of players out.
Oh, well. I will be passing on The Division 2 for sure then.
I felt that, lol.

And Dark Zone offline could have been limited to simply exploring and maybe give you some random AI enemies every now and then to keep it interesting. Maybe have a couple of random and respawning low-key missions or whatever. The campaign, visuals, and general gameplay are all great, but it's just a mess the way they tried to lump this all together and force PVP play for the PVP parts of the map that you'd otherwise never be able to see. Let's not forget though that I'm not even first talking about that it should all be offered offline necessarily - my initial hope was to at least be able to access everything else but that part of the map offline...
That said, maybe one day when they shut down the Division 1 servers for good they'll give us a proper offline only mode and do something about what would otherwise then probably just be a walking simulator in the Dead Zones. In a way, they almost painted themselves into a corner there. Unless of course they're going to just close it off and say, "Sorry, but these areas are now off limits because the game can no longer be serviced online." And this is exactly why I'll never risk picking up another title like this again.
I'll do the PVP at some point, but only because if I want to explore those areas then I have to. And I don't even really care about the special loot or rankings or whatever - I really just want to see the sights and maybe have a couple of interesting AI or co-op side missions at least. Maybe pay-to-play offline solution would work within their profit projections. I mean if it was like a cheap DLC then I might consider it, but they'd probably draw too much general hate for that so maybe that wouldn't work after all.
you kinda asking for a mmo to be avialable offline facepalm.

PROBLEM SOLVED
1. There's no reason why anyone shouldn't be able to play the solo campaign offline.
2. If your internet goes down, there's no reason to be locked out of the solo campaign.
3. MMO doesn't have purely solo campaigns. People can still interact with you, even if you play it alone.

You initiallly said that you were still learning the game and you don't need to see other players right now. Well again the only way for other players to interact with you is when they invite you, which you can simply reject. The campaign can be played completely solo if you like and the amount of missions is huge and should give you plenty of time, space and opportunity to learn everything you need to know, and keep you busy for quite a while.
You could argue that the dead zone in ne way is also part of the campaign, which i could partly agree with, and feel sorry about the fact multi player is forced upon you in there. Then again you don't go to a store to buy coffee and expect it to taste like tea. Problem solved. The DZ is a high risk vs reward environment for a well thought out reason i would imagine.. It is part of the game DNA.
The mullti player game is dying out and personally i think it's kinda cool seeing strange faces now and then. I really don't understand what the fuzz is about. I'm playing the game with a gamepad, which should give me a real reason to worry about when entering the DZ but i don't mind. It's called DZ for a reason i suppose. The idea adds to the experience.
Someone correct me if i'm wrong but I believe when playing survival DLC you have the option between pvp and pve mode. Maybe that's something to look at? The pvp part of survival should be more chill than the toxicity in the DZ anyway as i have read somewhere.
