Cant find underground mission

My friend has to do a mission before entering the underground and we can't find it. Is this a bug and are there any ways to fix it?

wait, you want to do the underground dlc or a mission in underground ?
to open underground you must have finished the main game plot, only then underground opens.
if you are stuck on a mission,you must got the the train ,go to elevator in front of the main map,and then to the train.

Like Adam said you need to finish the story and the underground DLC mission will unlock starting with someone talking to you over the radio.

Of course if you don't have underground purchased ,you will never be able to play it.

he owns the season pass i own the dlc we have both completed all story quests, i'm able to enter the underground he is not because the mission doesnt appear for him on the map etc.

did he watch the intel ? you need to
also i dont know if it was related to main story, but did he do the last echo ?

As far as I know, if you hit level 30 by doing all the missions etc. you automatically see the 'Quarantine' mission pop up on the map. When finishing that mission you need to pick up the smart phone and bring it to the base in order to enter the underground.
I didn't do all the echos and other stuff, just the story missions and all the small missions (green, blue and yellow triangles) to get the medical wing, technical wing and security wing to 100%.
