if you check your commendations you'll see which reward masks, most are event linked.

masks are event only, afaik. I have almost all of them and every one was a reward for completing some activity during an event. They get added to your appearance tab automatically.

Global Events are your best bet. However, there are three masks outside of them: 1.- Kill 100 hunters in Resistance/Survival or Underground, 2.- Kill 5 hunters in Resistance & Survival & Underground (easy to do if you have the Season Pass or Gold Edition), 3.- Collect all exotic pieces of gear (not weapons) - this might take some time, same as the first one, cause you need the killing shot on the hunters.

There are 2 Hunter masks that you can get just by killing enough hunters in the Undergroud, Survival and Resistance. The masks are the Stygian and the Sting.
