Ubisoft's Ubi-Mullac responded by stating they have several reports of this and are looking into it. That was reported back in October...I guess there will be no fix.

This means DO NOT use HFTS; at least with a RTX 2080. If you cannot get into the game to change the setting, delete the graphic settings in your My Documents->My games->Tom Clancy's The Division folder.
