BTW, I just started playing as well. There's really not much to character creation other than if your Male/Female and your face. All that's really needed for a game like this. It doesn't really get going until you finish the Base of Operations mission at the Post Office.
I was going to come in and answer the first part of your question, but it seems @SternLX already had that handled! (Thanks, Agent)
As far as character creation goes, in what ways could this feature be optimized ?

Hello. Well, i think the Character Creation should be similar to Saints Row 3 & 4. That way we could make a character more to our liking. Now obvious i am assuming we are talking about the Division 2 which i also planned to buy. If you make it exactly like Saints Row 3 & 4 in terms of all the facial and body features, just more than the Division 1 would be nice. You know just more face designs, more features, more hairstyles, just a bit more than part 1 has.
As for overall customization, adding a few clothing shops would be nice haha. Hey , i like to look in style when I'm going after the bad guys haha.
What SternLX said though, i would be sure to check that out once i get more into the game :) Peace and thanks for asking and looking forward to part 2.
