That's correct. It's warning the baddies are much higher level than you.
I didn't have a lot of time to play, so I thought I would just go gather all the intel in that zone as I had finished it. Saw a group of JTF being attacked by a group of normal villans. Thought I would help out, and then those two came running around the corner and completely surprised me. It was when I went back to the scene where I saw them just walking down the train tracks that I put my scope on them and saw the skulls.
Oh, well, I will wait till I way out level them, then I will get my revenge. I will simply walk up to both of them and shoot them in the face.
That doesn't seem right. Reminds me of Tableu Rasa which used to place high level bosses in lower level zones blocking any kind of progress in that area forcing one to go way around the area so the high level boss wouldn't spot you and chase you down and kill you.
Just as a side note, I loved Tableu Rasa! Some parts of this game remind me of that game.
