Can't unlock Tech Wing

When i go into Base Paul Rhodes isn't their to talk to, is their any fix for this?

You have to complete subway morgue first.
His office is upstairs.

i have completed it, like i said it prompts me to talk to him but he isnt there

I have seen an answer saying:
Do the mission again and make sure you take the elevator up to get all the final cutscene and dialog.

It's worth a try !

Hello. I have the same problem. I did the mission and used the elevator 2X... Still nothing and can't unlock the tech wing....

go upstairs to the tech wing, you will see an exclamation mark on the corner of a table or at a laptop, i don't remember which, and you have to talk to him there to complete that mission.

it'll be the same for Kandel and Benito also.

I am at level 11. I have lots of Tech and Security wing supplies. But both are at 0%. Not been able to upgrade either of them :( . What do I do?

Please make a screenshot of your techwing upograde-station and check game integrity.

Sometimes it happens. I'd suggest a fresh start with a new character since you're still basically at the beginning...
