can we buy mask for character from vendor its its that part of game progression

You get masks from achievements exlusively - most of them are only obtainable during special "Global Events", a few (one, at aleast) can be obtained during normal gameplay.

It was me.. ;) Mask is called CBRN its from the Outbreak GE the Riot Gear is from Farming Clear Sky each time u complete the mission u will get an item..Scarf, Booths,Jacket,shirt,Pants and head gear..Looks awesome.

The 3 you can get normally are two variants of Hunter masks you get for killing Hunters in all the modes. And one for equiping exotic items in all slots.
