Missing a lot of intel yet none are showing up

I'm sure this is a known bug but some of them I've picked up and they aren't in the locations (looking at a guide) but they are not in my log. What's the deal? I thought maxing out your HQ gave you all remaining intel locations on the map?

According to my map I've only got 4 more cell phones to pick up in the pier areas.

I just used a map from Google to find all the Pier intel coz they wernt showing.

My point is that I'd rather not have to go through and try and find all 331 individual items despite the fact that I've found about 85-90% of them. I was under the impression that this bug was fixed a long time ago so why is it happening?

All the missing intel is shown on your map after you clear all side missions etc from that map area. It does not get shown on map automatically just by upgrading your BOO only.

I've completed each and every zone in the game mission wise.

Are you even sure that's where you find missing intel OP?

Places like Underground has intel too and they aren't shown on map and randomly generated.

Underground intel is in the expansions tab and not the field data tab. The field data tab is showing missing intel that is found in the open world light zone, how ever the map is showing nothing but 4 cellphones in WSP when there is alot more missing based on the field data tab that should be showing on the map once all encounters, misisons and side missions are completed.

@Hawk Speaking of those, have you completed all of the encounters, missions and side missions?

Those intel only show up on the map when you’re zoomed in quite a bit. Try zooming in and check the whole map.

Did that, max zoom in across each non-Dark Zone area and found nothing new.

Yes like I said aside from the encounters (Green, Blue, Yellow triangles) I have done every single side mission.

You have to do all side missions and encounters in an area, before the intel shows up

I was under the impression that the "encounters" always respawn so how can I complete them if they continue to return?

Those encounters only return when you fail them, once you do them they are done you need to complete them to see all the intel.

Alright I'll start clearing those out and see if anything changes.
