So, just completely random and vendors? So, your answer to both my questions is, "No".
Not really. When you make a build you need to get to the break point. For Predator you need 9000 stamina for PvE 9500 for PvP. For Striker you need 7000 firepower to 6000 stamina 6500 for PvP. You cant reach those break points even if you find perfect 214 purple mods. Also there are other break points on your weapon. You cant get 60% CHC with those mods and without them the passive bonus of 20% to elites means nothing. You are seriously handycaping yourself. I do 350 000 bleed damage with my predator and about 670 000 damag with 100 stacks with my striker. You will never do that amount of damage even versus elites with 20% passive bonus if you dont get to the breaking point of your build.
But whatever floats your boat :) just better stay away from the dark zone with those purple mods. :D
The vendors rarely sell god roll mods so dont rely on them. The maximum I have ever seen is 204 stamina mods with 3% DTE. Make a new chracter and farm them. Thats your best bet.
Why is half your argument talking about PvP? Who would use DTE in PVP?
As for break points, I really don't have any idea what you are talking about. Other than for listed bonuses. Is there something in particular that happens other than those listed bonuses?
Can you explain to me exactly how you think 370 firearms, which is about 3523 base damage per bullet difference (173,001 vs 169,478) for me, or about 2% of a damage difference, and 5% crit is the same as an extra 20% damage (I only have 15% extra)?
In use that means for a crit I do 1,215,520 with 5x3% DTE 188 firearm mod vs 1,114,995 with 5x1% CHC 262 firearm mod (100525 difference). With 4% DTE mods that difference would be even larger.
But it is possible to meet those breakpoints and still use the purple DTE mods if you build your set for it.. you may not be able to use ALL purple mods though, just have to find the right balance.
Which piece of Striker requires 7000 firearms and 6k stamina?
Which gear piece or weapon requires 60% CHC?
And I am genuinely curious, what build would rather have 60% CHC than 55% CHC and another 20% damage.
No striker piece is "require" 7k firearms and 6k stamina.. but the Striker set stacks bonus damage up to 100%.. so having a high firearms is a good idea... BUT the 6 pc classified added giving you health regen per 3000 Stamina... you can max it at 9000 for max regen but most people run it just over 6k to balance out the damage you can do and still have a decent health regen.
What is CHC?
I see what you are saying, that makes sense, I don't have a build that requires more than one stat, I am not playing PvP.
As for farming them, lots of ppl said to make a character, but is there a good place to farm them, does one place drop them with more frequency? Where would I be "farming"?
No gear or set "requires" CHC <as you put it> but an SMG has a built in CHC that is very high, so modding it for extra CHC is less productive than other mods/talents could be.

Anyway, if the goal is DPS, I still fail to see why 5% crit chance would be better than 20% damage (they are both multiplicative, CHD and DTE).
Good talents for PVE include Damage to Elites and Enemy armor damage since Players are not Elite or Named and very nerfed armor damage applied PVP.
A lot of people run underground or resistance modes to farm classified gear... the best way is to play during the Global Events.. changes to those will make getting the gear you want a lot easier when they come back. I hope soon.
When using a SMG like The House or any SMG it has already built into the gun type a high crititcal hit chance. In the video look at the description of the Headshot damage on the Marksman type rifles. Adding extra headshot damage to a marksman rifle is less productive than other bonuses could be.
