Edited - found a fix for my issue...
*facepalm* Okay, it's this frigging simple - make sure you run both UPlay and Steam in admin mode. I tried a boatload of things that were stupidly complicated, then thought - gee, because they're recommending that we run UPlay in Admin mode maybe Steam can't access or use the UPlay executable when it is in admin mode. Guess what? That's the problem. Just make sure you run Steam in admin mode *and* UPlay in admin mode. Problem solved. Hope this helps a lot of you get this running without any massive headaches.

Tried several ways for several times and none of them worked. So sad. Guess I can't get the mask from this Global Event.
