Not being rude, this is common sense.
Your mistake was buying it from them, now you have to deal with it. Good luck.
For some reason most people have this problem with Ubisoft games. I have an i7 4790k running at 4.8ghz and my ncpu is ALWAYS at 100% with most new ubisoft games. It's somthing to do with them supposedly putting too much onto one core (don't know if thats true but thats what most say). Sadly, there isn't any way around this at the moment..
Now, there is a work around for a few games that have poorly CPU optimisation OR for games that just stutter randomly but you may have to do the legwork on this one and find out how/if you can do it with Div 2.
First of all google BES – Battle Encoder Shirasé and download and install it. Then watch this video https://www.youtube.com/watch?v=bZMOtWWc36A and do that BUT for div 2.
It MAY not work but at least it's worth a try. I hope it helps in some way. It did for me with assassin's creed odyssey.

I mean I didnt know about all this I just wanted a decent looter shooter, and I trust ubi over EA anyday
I have that CPU and its pretty damn good lol but is on the very verge of feeling it's age. However, it'll still be a great CPU for some time yet. Nice choice :D
Also use the latest Studio Driver from Nvidia and de/install with DDU in safe mode. - Watch the instructions for that procedure precisely!
I played the game for several months at max with DX12. It's fun but still a work in progress.
