what is world tier?

I can't go into camp clinton at level 12 because I need whatever world tier 1 is

world tier is once you hit 30 you go from tiers 1->5in order to grind gear

when you hit level 30 you can now set the difficulty from world tier 1 to world tier 5. You unlock each new tier according to your gear score level. level 1 is unlocked as soon as you hit level 30 so thats why you cant enter.

World tiers represent the game difficult after level 30 , you can get more classified gear and weapons as higher the world is. The chance of better item drops increase as higher the world tier.
