In a conventional sense, a la WoW -- then no
But given how the systems in this game work very different to MMORPG games then i would say yes. Because technically this is more like an MMOTPS. It doesn't have much in the way of roleplaying aspects, but excels in systems you find in Diablo and Path of Exile, there is a big sense of a numbers metagame, and that because a big part of the experience once you reach post lvl 30. The game has 4-6 progression charts, one which is the base 30 lvls, but the game only opens up from there in how you play and how you can be challenged.

In one large central area is a PVP place called the DZ or Dark Zone. That allows you solo or co-op to enter a free for all to try to get loot or kill other groups trying to get their loot. Can be nasty for new people who have not taken time to make up proper gear sets.
The open world also has "mission" areas you can trigger to replay the story missions... you really need to play the story as it is the tutorial and the upgrades to base open up your skills. Also as you approach a mission area you enter its chat range and can enter matchmaking for that mission.
Now the DLC Survival is pretty interesting in that a bunch of people are dropped in the open world together to compete for resources to escape.. everyone starts out equal and you have to find or craft what you need.
So the game offers a lot of different things.
You can explore as long as you don't expect to go bounding over roof tops.
If you call sticking mostly to the road network exploring, then you can explore.
I found it too limited in terms of what there actually is to explore in game, and the mode of transport being restricted to on foot only, too limited to call it a true openworld game.
It is both. As a whole it is an open world, but not a fully persistent MMO. Some sections of the world will be persistent with random players running around and other sections you will be in your own session. Entering and exiting these sections is seamless without loading screen though.
There are hubs where everyone will congregate, and outside the hubs the regular mission areas are your own session, you will only share the world with your party members.
The "Dark Zone" is the persistent section of the world where you will see other random players, and where PvP is enabled.
