I didn't attempt to do anything with the Geforce Experience Optimization settings BUT I just did, and the game DID START in fullscreen 1920x1080 resolution. It crashed after attempting to load, BUT I did tab out to check on something else.
I tried again, no tabbing this time and in 1600x900 resolution, but the game forced itself back to windowed mode....interesting...
BUT I have found a fix to my issue. All of my issues started roughy after I downloaded the DLC. I unchecked everything except the uplay key, and started up the game. It started up in Fullscreen, and I was able to change evereything back to where I had it.
I checked all my DLC's again, and the issue has not came up again. No crashes, nothing.
Something may have went down somewhere when the DLC's were downloaded the first time around.
Just reporting in from 2021 to say that this is still and issue and this is the one thing that actually helped. Dunno how they screwed up DX12 so bad, but don't turn it on even if it seems like a no-brainer in post-2020 games
Issue keep happening and TD keeps carshing.
I want to revisit the game after changing hardware... (3060ti, 144hz screen... among other goodies)
I CAME UP WITH A SOLUTION that worked for me
I looked for the *.cfg in my documents\my games\Tom Clancysblablablathe division
and deleted them all....
That forced the game to load CLEAN, Full Screen Etc....
Worked Like A Charm.

Disable the overlay:
- Steam: right click on game, properties, uncheck enable Steam overlay.
- Uplay: right click Uplay tray icon (near clock), settings (hamburger nav button in top left), uncheck enable overlay in supported games.
- If the problem remains, go to %USERPROFILE%\Documents\My Games\Tom Clancy's The Division\ and delete everything except user.bindings.
