The city is really really impressive and if you get it on sale I'd say you'll likely get your money's worth even just up to the level 30 cap, but they have also improved the PVE end-game quite a bit and as someone who just plays in short bursts I'm still enjoying it.
more things to do. Not needed to enjoy the game tho. If you enjoy fighting with your mates
then you might wanna consider Survival and/or Underground DLC's as well.
Now, the game did suffer a bit when launched due to numorous bugs and glitches, but most have been taken care of and the ones that still exist are just annoyances. There was also a spring of hackers that was bad during one of earlier updates but that issues has also been largely fixed to where there are no more hackers than any other online game.
So I bought the season pass while it was on sale (might still be?)
I had all last week off of work for the holidays and I didn't play any other games. I played The Division all week, nonstop. Thankfully when I'm not working I have no life whatsoever so this benefited me quite a bit.
And now I have over 100+ hours in just the last week.
I spent most of the game solo, knocking out all of the little side missions in each sector and when I did decide to open up my gameplay a bit and do some matchmaking, I got incredibly lucky with the random party I was setup with and we ended up spending almost 30+ hours straight running through EVERYTHING.
I've yet to do any of the Survival stuff and I've only began getting into Underground stuff. Before that I worked through Dailys, High Value Targets, farming the district bosses, farming missions over and over to get set items to try out a plethora of different builds to see what I enjoyed the most. I absolutely love that changing out some gear I can go from DPS to Tank to Healer in a few minutes without having to flip characters or grind out new characters to select a different class.
My least favorite aspect of the game so far has been the Darkzone and I'll explain why. Mind you this is my opinion from my small experience in the area and I actively avoid it.
I don't go into the darkzone except for one of the Daily missions. This is my opinion but I find the PVP super annoying and inconvenient for my playstyle. Every encounter I've had with other players in the Darkzone save for one, has been pointlessly toxic. Players are incredibly rude (especially if you have the proximity voice chat open) because they "tricked" you or because their 4 man group overpowered you waiting on an extraction to finish while fending off the PVE encounter that shows up. Suppose you'll get that in every game that offers an open PVP area, though. Or I've just been stupid amounts of unlucky with my encounters.
The loot that I've picked up from the darkzone has never really seemed all that much better compared to what I can get from the PVE content, there are some named drops that show up only in the DZ but I'm not all that concerned about getting it.
I will say thought that for about two hours, the first time I went into the DZ, I had a blast. My party and I were all DZ newbs so everything felt amplified, the risk the possibility of losing everything we spent time looking for, seeing other players run past us while we hid off in an alley to avoid them. It was pretty intense. I enjoyed it for that bit of it at least. Now it just seems like a frustrating chore to go in.
As for the question of is it worth it, for me, it absolutely has been worth it. I've enjoyed the time I've sunk into the game and I've had a lot of fun trying to perfect my build and find the perfect pieces of equipment to compliment the builds I'm working for.
Absolute bullcrap. The game was absolutely terrible until they patched it with a ton of patches.
