Side Missions not working

[AMD Ryzen 7 5200HX 2.9GHz]

-return to base of operations (needs me to talk with a status NPC
however she is not talking, I go near of her and she says nothing, but
map shows a icon on her, on radio she asked me to return to the base

-same as above, (even the npc face model is same lol) she asked me
to return to camp hudson I did and she talked a bit but gave me no any
quests or rewards and map still shows an icon on her.

whats wrong?

thats a shame, all side quests are bugged like that? or certain ones?

also how I can unlock underground dlc? it says "offline" complete secure quarantine zone

Firstly, if you’re seeing the Underground as “offline” in-game, you’ll need to complete the Secure Quarantine Center side mission first. You’ll see it right there on the map, in the Tenderloin District, near the corner of West 23rd and 7th.
Sometimes a log out or even a restart helps those side mission issues.

The npc at the base of operations shows up as a side mission before it should, you need to do all side missions in that area before you can talk to her. After this each area that you complete all side missions you get by talking to the NPC at the relevent safe zone.

there's no such side mission like you mentioned in that district, I have two
uplink which I did, and a civillian rescue

ok so I completed all side quests in that district, and safe house directed me to
hells kitchen which is a another high level district, but I didn't get any underground
dlc quest.

going to restart the game, lets see if that fixes the issue

New player here, I might be completely wrong here, but Underground didn't unlock until after main story if i remember correctly.

turns out its a tutorial mission, I was reading kotaku's article, they have
pictures, which shows under "Tutorials" quest menu, and I disabled tutorials
when I first get into game.

I will enable it in game and then see what will happen

♥♥♥♥ this ♥♥♥♥♥♥♥ ♥♥♥♥, I spent like an hour to find that stupid mission
and it still not poping up, I enabled tutorials, completed every single side
quests in that district, still not showing up. all I wanted play that ♥♥♥♥♥♥♥
dlc so ı can farm items/money

not going to spend another hour to find out, going to play survival
instead,

what the ♥♥♥♥???? general assembly? are you mean main story line?
are these ubisoft devs even noticed how hard leveling in this game and completing
missions takes alot of time?? There's no way I'm going to grind those same 3
missions over and over again in starter area, no ♥♥♥♥♥♥♥ way, simply because
when I finish a missions its no longer gives any XP, but only a weapon and
few credits.

I'm NOT going to spend a month to get level 28
