Once you do all the side missions and stuff in an area you can pick up a mission from the map boards in the safehouse of that zone.

Doing those will get you a bunch of target intel.

I think you have to be lvl 30 to do these but i'm not 100%

Someone else maybe able to confirm this.

Im 25 and still cant do em so id assume its probably definately part of the lvl 30 end game stuff :)
