Report a translation problem
The reason it redownloads is so steam can verify the game cache from a legit source.
I played free from Uplay, but bought the game from Steam.
I moved the game folder from Ubisoft Games\Tom Clancy's The Division (Or wherever the game is on your PC) to Steam\steamapps\common
(Looks like this now E:\Steam\steamapps\common\Tom Clancy's The Division).
When I started downloading the game trough steam, steam started "Discovering" the game files, once done,
it simply installed the game and downloaded whatever was missing, for me it was approximately 800Mb-1.20Gb.
Once Steam was done, just to be safe, I verified the game files, it gave me no error.
I then launched the game through Steam, which runs Uplay. Uplay should popup a window
asking you where to install the game, what you do then is simply find the game folder in:
Steam\steamapps\common\Tom Clancy's The Division
Then Uplay will start to "Discover" the game files, once it finishes, you are done.
